Hesai Technology, a leading lidar company, is contesting its inclusion on the U.S. Department of Defense’s (DoD) list of “Chinese Military Companies Operating in the United States.” CEO Yifan “David” Li declared the designation “unjust” and “meritless,” emphasizing Hesai’s exclusive focus on civilian applications.
Denying Military Ties, Asserting Civilian Impact:
Li strongly refuted any military associations, stating, “Hesai products are for civilian use only and have never been designed or validated for military use.” He expressed concern that the designation “undermines fair competition” and “imperils Americans’ safety” by potentially hindering the adoption of life-saving lidar technology.

Accusations of Smear Campaign and Unfair Competition:
Li attributed the inclusion to a year-long “media smear campaign” fueled by “unsubstantiated allegations” and “intensive lobbying” by competitors aiming to exploit “anti-China sentiment” for commercial gain. Hesai, however, remains committed to its mission of developing “market-leading lidar technologies that reduce accidents, save lives, and make global transportation safer for everyone.” The company intends to defend its freedom to operate through legal means.

Hesai, a Nasdaq-listed company (HSAI), designs and manufactures lidar solutions for various civilian applications, including advanced driver-assistance systems (ADAS) in passenger and commercial vehicles, autonomous driving vehicles, and robotics like last-mile delivery robots and automated guided vehicles (AGVs). The company boasts a global presence with offices in Shanghai, Palo Alto, and Stuttgart, serving customers in over 40 countries.
