Pony.ai has partnered with P3 Mobility, a venture backed by Rimac Group, to launch Europe’s first commercial robotaxi service in Zagreb, Croatia. The deployment utilizes Pony.ai’s Level 4 autonomous driving technology integrated into P3’s purpose-built electric vehicles.
Highlights
- Commercial Milestone: Represents the first fully commercial autonomous ride-hailing service operating on public roads in Europe.
- Strategic Integration: Features Pony.ai’s “Virtual Driver” software stack optimized for complex urban environments and European traffic regulations.
- Infrastructure Synergy: Deployment includes a dedicated “Mobi-Hub” network in Zagreb for vehicle charging, maintenance, and passenger boarding.
- Scaling Ambitions: The partnership aims to expand the service to additional European cities following the initial Zagreb rollout.
Autonomous Deployment in the European Market
This collaboration signifies a major shift in the autonomous vehicle (AV) landscape as Pony.ai expands its footprint beyond China and the United States. By entering the European market, the company must navigate distinct regulatory frameworks and diverse urban driving behaviors.
Industry analysts view this move as a critical test for Level 4 technology scalability. The P3 Mobility initiative, supported by the Rimac Group, provides the localized manufacturing and infrastructure necessary to support a continuous commercial fleet.

Technical Specifications and Fleet Operations
The service utilizes a fleet of custom-designed electric vehicles built specifically for autonomous ride-sharing. These vehicles eliminate traditional driver controls to maximize interior space and passenger comfort.
Key technical components of the Zagreb deployment include:
- Sensor Fusion: A combination of high-resolution LiDAR, radar, and cameras providing 360-degree perception.
- Edge Computing: On-board processing units capable of real-time path planning and obstacle prediction.
- Fleet Management: A centralized dispatch system that optimizes vehicle routing based on real-time demand and battery levels.
Urban Integration and the Mobi-Hub Model
The project introduces the “Mobi-Hub” concept to manage urban congestion. These hubs act as dedicated terminals, preventing robotaxis from obstructing traffic during pick-ups. Specifically, these stations serve as the primary interface between the autonomous fleet and the city’s existing public transit network.
The company stated that the service will operate within a geofenced area of Zagreb initially. However, the software is designed to adapt to expanding operational design domains (ODDs) as the fleet gathers more local mapping data.
