CaoCao Inc. has unveiled a RoboX strategy that targets a combined fleet of 100,000 Robotaxis and 100,000 Robovans by 2030, in what the company describes as a full-scale transformation into a physical AI mobility platform. The Geely Holding Group affiliate set out the plan at the 2026 International Automotive and Supply Chain Expo in Hong Kong, positioning its ride-hailing operation as Geely’s primary commercialization platform for autonomous mobility. CaoCao said RoboX rests on three pillars — intelligent driving technologies, intelligent purpose-built vehicles, and intelligent operations — and will eventually span Robotaxi, Robovan, Robobus, and Robotruck applications.

Inside the RoboX Strategy
As Geely Holding Group’s primary commercialization platform for RoboX, CaoCao plans to organize the business around three areas. For intelligent purpose-built vehicles, it intends to draw on Geely’s industrial base to co-develop mobility products for different use cases. Its intelligent driving work focuses on Level 4 autonomous driving, with the company citing safety, operational efficiency, and cost competitiveness as priorities across passenger and freight transport. On the operations side, CaoCao is building infrastructure that includes a hybrid dispatching system, an “AI Super Brain for Operations,” and Green Intelligent Mobility Hubs to coordinate fleet resources at scale.
Underpinning the strategy is CaoCao Robo OS, an operations system the company has built for intelligent mobility. CaoCao describes it as an end-to-end platform spanning demand understanding, supply-demand matching, and service fulfillment, designed to integrate and coordinate AI agents with mobility resources.
CaoCao frames the effort as part of a broader shift in which AI moves from an information tool to an agent that executes tasks in the physical world. “AI is moving from the digital world into the physical world. Transportation services such as passenger mobility and freight transport will evolve into essential infrastructure for the AI era, and CaoCao is accelerating its full-scale AI transformation to embrace this trend. At the heart of the RoboX strategy is an integrated capability system comprising intelligent purpose-built vehicles, intelligent driving technologies and intelligent operations. By turning vehicles into execution terminals for AI agents, we aim to build a physical AI execution network connecting digital intelligence with the physical world, enabling AI to truly serve real-world needs,” said Shawn Gong, CEO of CaoCao.
The Dual-100,000 Plan
The strategy’s headline target is what CaoCao calls the “Dual-100,000 Plan”: 100,000 Robotaxis and 100,000 Robovans deployed by 2030. The company positions the goal as a shift from demonstration operations toward large-scale commercial deployment of autonomous driving.
To support the robovan side, CaoCao has entered a strategic partnership with Farizon Auto covering the new energy commercial vehicle ecosystem. The two companies plan to advance large-scale use of Robovan models such as the Shentong T6.
An AI-Native Restructuring
CaoCao says it spent the first half of this year sharpening its strategic focus, reorganizing around AI, and scaling back non-core businesses while increasing investment in autonomous driving, AI operations systems, and intelligent mobility networks. The company reports that its ride-hailing business has continued to grow and that operational efficiency and profitability have improved, which it frames as the foundation for the transition into an AI-native company.
Partnerships and a Hong Kong Launch
Beyond Farizon, CaoCao signed a framework cooperation agreement with Douyin Group covering AI-powered mobility services and in-vehicle music content recommendations, with both sides leaving room for further collaboration.
CaoCao also launched its Robotaxi business in Hong Kong, casting the city as the first stop in the international rollout of RoboX. The company said it would use Hong Kong’s urban environment to explore autonomous driving operating models it can carry into other overseas markets.
