Uber and Momenta have announced a significant collaboration to test Level 4 autonomous vehicles in Germany. The partnership plans to integrate Momenta’s sophisticated, AI-driven autonomous driving technology into Uber’s extensive global platform. This initiative is designed to introduce safe, scalable, and efficient Robotaxi services to Europe, with testing scheduled to begin in 2026.

Munich: The Ideal Launchpad
Munich has been selected as the initial city for the testing phase, which is set to commence in 2026. The city is considered an ideal launchpad for this groundbreaking initiative due to its deep-rooted engineering heritage, world-class automotive ecosystem, and demonstrated openness to innovation. This environment positions Munich to lead the way in bringing autonomous mobility to European streets.
Momenta has already established a strong presence within Germany’s automotive landscape. The company is a trusted partner of leading German brands such as Mercedes-Benz and BMW, highlighting its established role in the region. “Germany has shaped the global automotive industry for more than a century, and now Munich will help shape the future with autonomous vehicles,” said Dara Khosrowshahi, CEO of Uber.
A Strategic Global Partnership
This announcement builds upon a strategic agreement first established between Uber and Momenta in May 2025. The agreement’s primary focus is to introduce autonomous vehicles to the Uber platform in international markets outside of the United States and China. The collaboration leverages the strengths of both companies to push the boundaries of urban transportation.
“Testing L4 autonomous vehicles in Munich allows us to showcase how Momenta’s AI-driven Robotaxi technology can transform urban mobility, as a new chapter in the region’s rich automotive heritage,” stated Xudong Cao, CEO of Momenta.
Momenta’s Innovative “Two-Leg Strategy”
Momenta employs a unique “two-leg strategy” that has been fundamental to its progress. The company simultaneously develops and deploys advanced driver assistance systems (ADAS) with its partner original equipment manufacturers (OEMs) while advancing its fully autonomous Robotaxi technology. This approach has created a solid foundation for large-scale, real-world adoption.
Through its OEM partnerships, Momenta’s ADAS technology is already active in 400,000 vehicles sold to customers. In addition, Momenta has been successfully operating its Robotaxi service in Shanghai and is planning a commercial rollout without onboard safety operators by the end of this year, further demonstrating its extensive experience and technological maturity.
